Google Play review guidelines (Developer Policies) explained

Quick answer: Google Play review guidelines are the Developer Program Policies in Google's Policy Center: restricted content, privacy and Data safety, permissions, deceptive behaviour, metadata, monetization and families. Enforcement ranges from rejecting an update to suspending an app or account, so treat policy emails seriously.

How to prepare for Google Play review

Follow these steps in order. Each one is something we do on client work.

  1. Read the Developer Program Policies. Focus on metadata, permissions, user data and families if relevant.
  2. Complete App content. Data safety, ads, target audience, content rating.
  3. Check the listing. Title, descriptions and graphics within limits and policy.
  4. Meet testing requirements. New personal accounts: 12 testers, 14 days.
  5. Check target API level. Current requirement in Play Console Help.
  6. Submit to a test track first. Catch issues before production.

Google Play review guidelines: key rules and context

Main policy areas

  • Restricted content (violence, gambling, health claims).
  • Privacy, Data safety and permissions.
  • Deceptive behaviour and impersonation.
  • Metadata and store listing.
  • Monetization: Play Billing for digital goods.
  • Families policy for apps aimed at children.

Technical requirements. Target API level, 64-bit, Android App Bundles, and, for new personal accounts, closed testing.

Enforcement. Rejection, removal, suspension, then account termination for repeated or severe violations. Appeal from Policy status (Play Console Help).

Staying compliant. Read policy update emails, re-check Data safety after SDK changes, and keep an eye on the Policy status page.

Worked example (hypothetical)

This example is illustrative. The app is made up, and so are any numbers in it.

Say KidQuiz targets children. We'd complete the target audience section, check Families policy requirements, confirm ads SDKs are suitable, and use a listing without ranking claims before submitting.

Common mistakes

  • Skipping App content. Blocks publishing.
  • Ignoring Families rules. Child-directed apps have extra rules.
  • Policy-breaking titles. Common rejection.
  • Going straight to production. Use testing tracks.

How we measure the result

Once the Google Play review guidelines issue is fixed, keep a record. Note the guideline or policy cited, what you changed and the reviewer's reply. If the same issue returns, the fix didn't reach the root cause, such as a library adding a permission or an old screenshot set in another localization.
